The first Federal Building was the tallest building in the state until Wells Fargo Plaza claimed the title and lifted downtown. The 16-story building opened in 1929, but it was not until Chase Tower was completed a year and a half later that it became the state's tallest building. Office of the Complete was established as a branch of Bank One, which merged with Bank of One in 1994. It opened on the site of a former bank building in downtown Chandler, Arizona, and has held the title of tallest building in Arizona since its completion.
Until 2001, the tower was occupied by Bank of America, then it was completed as a Collier Center, and then again in 2005.
Valley Bank & Trust Company moved into the bottom three, while medical practices took the top seven spots. In 2010, Valley Bank and Bank of America moved from the tower to a new ground floor office building that houses the top 7 medical office and the second floor office space.
The building was rebuilt in 1989, modernized with glass paneling, doubled its footprint and added a pyramid crown. The tower was renovated in 2004 to accommodate the new larger tenants and renamed the U.S. Bank Center in January 2005. At the beginning of 2010, the building was converted into condominiums and renovated again to turn it into another office building. It was called Southern Arizona Bank Plaza and was renovated again in 2011, this time with a double-decker roof, a doubling of the floor space and a "pyramid crown" on the top floor.
